Town of Broken Windows.
Yugoslav Mystery.
For many months, night after night the citizens of Srbobran, a Yugoslav town, have been mystified by the vast number of windows smashed. The police have been unable to find the culprits, and the people are beginning to think it is the work of spirits and are terrified to go out alone after dark, says Reuter.
Finally, in the hope of catching someone, the police have placed the town practically in a “state of siege” with these orders: All inns, cafes, shops, and places of amusement must close at 9 p.m. No balls, concerts or other entertainments are allowed till the culprits are caught. Any citizen found in the streets after 9 p.m. will be taken to the police station for examination. Police patrols circulating continuously from 9 p.m. till dawn, will arrest and hold till the following day any suspicious person found in the streets. Anyone disobeying these regulations will be fined £2, or imprisoned for ten days.
